HB300 MAKES CHANGES TO HOW UTAHAN’S VOTE BEGINNING IN 2026
UNIVERSAL MAIL-IN VOTING IS ENDING IN UTAH
HB300 is phasing out the popular automatic vote-by-mail in Utah, which has been very easy and almost totally trouble free.
How Does HB300 Affect You?
IDENTIFICATION REQUIREMENTS
- Changing:
Starting in 2026, voters will need to include the last four digits of their state ID when returning a ballot by mail or in a drop box. For registered voters who cast their ballot without an ID number, clerks will confirm their ballots by matching their signatures. - Changing:
Eligible Utah voters who sign an affidavit stating that they are indigent can receive a state voter ID card free of charge. - Changing:
In order to vote by mail after January 1st, 2029, Utahns will be required to obtain a state ID and opt in to voting by mail. Clerks will also be required to rely on confirming state ID numbers on ballots rather than signature verification
HOW TO VOTE BY MAIL
- Changing:
Mail-in ballots must be in clerk’s possession no later than 8 pm on election night, regardless of their postmark. Previously a ballot only needed to be postmarked by the day before election day. - Changing:
By 2029, voters must opt in to receive by-mail ballots every 8 years. - Changing:
People can register for voting with driver’s license renewal, online portal or in person.

- Changing:
Enhances lieutenant governor’s ability to investigate voter registration inaccuracies.
HOW TO MAKE SURE YOU CAN VOTE THE WAY YOU WANT
- Have a valid, legal identification.
- Utah Driver’s License
- Utah State I.D.
- Mark Your Calendars
- 2026 the last four digits of your ID must be on your ballot if you are mailing or dropping off
- Jan. 1, 2029 To continue voting by mail you must opt-in and have valid state identification
- Every eight years: renew your choice to vote-by-mail
